Utility Assistance Resource Fair
Utility Assistance Resource Fair July 15
Cleveland Heights Mayor Kahil Seren, University Heights Mayor Michael Brennan, and the Northeast Ohio Regional Sewer District partner to offer utility bill assistance to eligible customers.
Cleveland (July 10, 2023) – On Saturday, July 15, Cleveland Heights Mayor Kahil Seren, University Heights Mayor Michael Brennan, and the Northeast Ohio Regional Sewer District will host a Utility Assistance Resource Fair to offer eligible customers financial assistance on water, sewer, gas and electric bills.
The Northeast Ohio Regional Sewer District, City of Cleveland Division of Water, Cleveland Public Power, Dominion, FirstEnergy, CHN Housing Partners, STEP FORWARD and Community Housing Solutions will be on-site.
The fair will be held at Cleveland Heights Community Center at 1 Monticello Blvd. in Cleveland Heights from 9 a.m. to 12 p.m. Appointments are preferred and can be scheduled by calling 216-881-8247. Walk-ins will be accepted only from 11 a.m. – 12 p.m.
“We are excited to partner with the Northeast Ohio Regional Sewer District on the Utility Assistance Resource Fair,” said Mayor Seren and Mayor Brennan. “We know that some of those in our community are experiencing financial challenges to pay their bills, so we want to provide any resource that may help.”
Eligible customers will be able to sign up for a variety of assistance programs at the fair, including the Northeast Ohio Regional Sewer District’s Affordability Program, which provides a 40% reduction on sewer bills, and Crisis Assistance Program, which provides up to a $300 credit on sewer bills.
Attendees are asked to bring copies of their utility bills (electric, gas, sewer and/or water) and proof of household income (e.g., paystub, social security statement, most recently filed IRS 1040 or other documentation) to the Resource Fair. To maximize participation in as many programs as possible, attendees should also bring copies of the following, if available:
Birth certificate(s)
ID (driver’s license or state ID)
Supplemental Medical Insurance (if applicable)
Social Security Card
Lease Agreement (if a renter)
“We have offered cost-saving programs for several decades, including Homestead, and adding a new program, the Crisis Voucher Program in 2012, so that those facing a hardship could get some relief. Additionally, we added stormwater credits in 2013, providing a reduction in stormwater fees, and, this year, enhanced our Affordability Program requirements, so more customers would be eligible,” said Kyle Dreyfuss-Wells, Chief Executive Officer of the Northeast Ohio Regional Sewer District. “We’re happy to partner with Mayor Brennan and Mayor Seren on the Utility Assistance Resource Fair, so eligible customers can sign up for those programs and others.”
The Northeast Ohio Regional Sewer District plans to host additional Utility Assistance Resource Fairs in 2023. More information to follow.

Change in Billing Process for Annual Sewer Maintenance Bills
December 22, 2020
Dear Residents of the City of Seven Hills:
RE: Change in Billing Process for Annual Sewer Maintenance Bills
Beginning with your 2021 property tax bills (for tax year 2020) issued by Cuyahoga County, you will notice a special assessment charge on your bill. The special assessment is the amount due for the City’s annual sewer maintenance bill. Prior to calendar year 2021, the City separately billed the residents for sewer maintenance. However, City Council passed Ordinance No. 159-2019, which amended Section 729.04 (Billing and Collection) of the City’s Codified Ordinances to change the method to bill residents for sewer maintenance. The amendment allows the Finance Director to bill and collect sewer maintenance charges by the most efficient and economical means possible.
Therefore, beginning with your 2021 property tax bill and continuing for the foreseeable future, the Finance Department will certify the sewer maintenance charges to Cuyahoga County and the County Fiscal Officer shall place the amount certified on the tax duplicate to be collected as other taxes are collected as permitted by Ohio Revised Code Section 727.01 (Power to Levy and Collect Special Assessments – Methods).
Current rates[1] have been effective since June 1, 2018, and are calculated as follows:
Sanitary Sewer Maintenance Fee
Rate: $0.40 per front foot per lot per year
Storm Sewer Maintenance Fee
Rate: $0.95 per front foot per lot per year
If you have any questions, please don’t hesitate to contact the Finance Department at (216) 525-6243.
Sincerely,
City of Seven Hills Finance Department
[1] Rates are pursuant to Section 729.03 (Computation of Charges) of the City of Seven Hills’ Codified Ordinances. Effective June 1, 2018, properties within the Hemlock Creek Watershed Utility Improvements Project shall pay $0.40 per front foot for storm drainage systems. After one full functional season, the sewer rates will revert back to $0.40 per front foot per lot for sanitary sewer maintenance, and $0.95 per front foot per lot for each year of storm drainage system maintenance.
