Dear Residents of the City of Seven Hills:
RE: Change in Billing Process for Annual Sewer Maintenance Bills
Beginning with your 2021 property tax bills (for tax year 2020) issued by Cuyahoga County, you will notice a special assessment charge on your bill. The special assessment is the amount due for the City’s annual sewer maintenance bill. Prior to calendar year 2021, the City separately billed the residents for sewer maintenance. However, City Council passed Ordinance No. 159-2019, which amended Section 729.04 (Billing and Collection) of the City’s Codified Ordinances to change the method to bill residents for sewer maintenance. The amendment allows the Finance Director to bill and collect sewer maintenance charges by the most efficient and economical means possible.
Therefore, beginning with your 2021 property tax bill and continuing for the foreseeable future, the Finance Department will certify the sewer maintenance charges to Cuyahoga County and the County Fiscal Officer shall place the amount certified on the tax duplicate to be collected as other taxes are collected as permitted by Ohio Revised Code Section 727.01 (Power to Levy and Collect Special Assessments – Methods).
Current rates[1] have been effective since June 1, 2018, and are calculated as follows:
Sanitary Sewer Maintenance Fee
Rate: $0.40 per front foot per lot per year
Storm Sewer Maintenance Fee
Rate: $0.95 per front foot per lot per year

[1] Rates are pursuant to Section 729.03 (Computation of Charges) of the City of Seven Hills’ Codified Ordinances. Effective June 1, 2018, properties within the Hemlock Creek Watershed Utility Improvements Project shall pay $0.40 per front foot for storm drainage systems. After one full functional season, the sewer rates will revert back to $0.40 per front foot per lot for sanitary sewer maintenance, and $0.95 per front foot per lot for each year of storm drainage system maintenance.
