March 3, 2021 Update:
Progress is being made with residents connecting to the newly installed sanitary sewers. Please remember residents are encouraged, if haven’t already, to contact at least 3 to 4 Contractors for competitive price quotes for your sanitary sewer connection and septic system abandonment work.
Also, the final costs are being gathered and work to complete the final assessment costs is underway. More information to follow soon as to more specific dates, costs, etc. Stay tuned!

With the State of Ohio Governor’s “stay at home order” ending, during the week of June 8, 2020, property owners located within the Hemlock Creek Watershed Utility Improvement Project will be receiving the previously mentioned Cuyahoga County Board of Health (CCBH) official order to connect letter. Click here for the example letter you will be receiving via U.S. Mail.

April 21, 2020 Update:
Official Notification Letter from Cuyahoga County Board of Health – COVID-19 pandemic
With the worldwide COVID-19 pandemic, it is quite understandable and respectable that current times have been and will be very challenging for everyone. It seems that every aspect of life is somewhat affected in one way or another by this miserable virus. From job loss, job furloughs, illnesses, and many uncertainties, the comfort level of all aspects of life are being compromised.
Many inquiries have been made to the City regarding the concern of the current COVOD-19 pandemic and how it will affect the timeline requirements for property owners connecting to the new sanitary sewer. A common question received is “Will property owners be provided a timeline extension beyond the 6 month requirement to connect to the sanitary sewer?”
Per the Cuyahoga County Board of Health (CCBH), who is the jurisdictional agency on the timeline requirement, “CCBH will not be issuing connection orders until at least the “stay at home order” has been lifted” by the State of Ohio Governor.
Right now, if it is safe for you to do so, it is recommended that property owners obtain estimates and/or talk to your neighbors (from a safe distance) if any of them have gotten estimates. Feel free to have your Contractor move forward on submitting the required Permit Application to the City Building Department. Again, due to the pandemic, you will have more time than usual.
With this mentioned, the required timeline to connect is being extended as the official CCBH letters have not yet been mailed.

April 10, 2020 Update:
Sanitary Sewer Lateral Service Connections – Public Sanitary Sewer Availability
During the week of April 13, 2020, property owners located within the Hemlock Creek Watershed Utility Improvement Project will be receiving this notification letter via U.S. Mail.
Please note that you will also be receiving a separate letter, under separate cover, from the Cuyahoga County Board of Heath (CCBH) that serves as the official order letter for connecting to the new public sanitary sewer and abandoning your septic system. The order letter will mention the deadline date required to connect to the sanitary sewer and abandon your septic system.
All Building Permit Applications shall be submitted to the City of Seven Hills Building Department for review and processing. A City-Issued Building Permit is required BEFORE any construction begins. As a courtesy reminder to you and your Contractor, proof of the Septic System Abandonment Permit, issued by the CCBH, shall be attached to the Permit Application.

February 26, 2020 Update:
Property owners located within the Hemlock Creek Watershed Utility Improvement Project area will soon be able to connect to the newly installed public sanitary sewer. You will soon be mailed a letter stating such. The tentative date when residents can begin connecting to the new sanitary sewer will likely be in April 2020.
Click here for a “Sanitary Lateral Service Connection Tie-in Information Packet” which is a useful 48 page document containing thorough details including a helpful example, “Proposal & Agreement Between the Resident & Licensed Contractor”, for property owners connecting to the new sanitary sewer.
Each property owner is responsible to hire a private Contractor to connect his/her dwelling to the new sanitary sewer lateral service connection “tee” (the exposed green riser pipe with white cap located in your front yard or side yard on some corner lots). The cost to install the private sanitary sewer lateral service connection is the responsibility of the property owner. It is typical and highly advisable that the property owner hires a reputable City-registered Contractor to perform the work.
Please note that all Contractors performing work within the City are required to be registered with the City of Seven Hills Building Department. A Building Permit is required before construction can begin for the sanitary sewer lateral service connection. As a reminder, the cost to install the private sanitary sewer lateral service connection is in addition to the established preliminary (eventually final) assessment cost that all residents are responsible for.
It is advised to get at least 3 to 4 price quotes to ensure you are quoted the lowest and best price.
Further word of advice is to talk with your neighbors and discuss having the Contractors provide quotes for several or more neighbors together. We have found that a Contractor can typically be less expensive if he/she is performing similar work for 3 to 5 (or more) homes in the same area rather than just 1 home.
Keep in mind that the property owner is also required to have his/her existing septic system abandoned at the time the new sanitary sewer lateral service connection is installed. The septic system abandonment process is under the jurisdiction of the Cuyahoga County Board of Health (CCBH). For additional information regarding the septic system abandonment process, please visit the CCBH online at: http://www.ccbh.net/sewage-system-abandonment/ . Please note, proof of the septic system abandonment permit, issued by the CCBH, will be required when submitting for the City Building Permit to connect to the sanitary sewer.
In the relative near future, all affected property owners within the Hemlock Creek Watershed Utility Improvement Project, will be notified via U.S Mail of the final assessment cost for the Project. The logistics and timeframe of the final assessment cost mailings are in the works.
*** Notice to Affected Hemlock Creek Watershed Utility Improvements Property Owners and/or Residents ***
When the time comes, after construction is 100% completed and accepted by the City, each property owner will have the responsibility of hiring a Contractor to have their septic system abandoned and their home connected to the newly installed public sanitary sewer system (to the provided sanitary sewer lateral connection).
The privately hired Contractor will need to be registered and current with the City of Seven Hills Building Department. The Contractor shall submit a completed Permit Application, with an accompanying drawing, for review by the City Building and Engineering Departments for issuance of a required Building Permit. The property owner / Contractor is responsible to include a copy of the Household Sewage Treatment System Abandonment Permit issued by the Cuyahoga County Board of Health (CCBH) with his/her submitted Permit Application to the City of Seven Hills Building Department. After the CCBH has been notified that a sewer connection is available to the property owners, they will then have 6 months to connect to the public sanitary sewer. The old septic tanks must be properly abandoned, as old storage tanks pose a safety and public health concern. Old tanks can and will collapse over time.

In the event that a building, driveway, etc. is directly over a portion of the tank, the tank can be thoroughly pumped and then completely filled with an inert material, such as sand or gravel. The tank should be filled with a material that will only allow for a minimal amount of settling. This is up to the Cuyahoga County Board of Health’s discretion.
